SUMMARY:Cheyenne County Planning & Zoning Board Hearing
DESCRIPTION:Public Service Company of Colorado\, a Colorado corporation doing business as Xcel Energy (Xcel Energy)\, has submitted a Conditional Use Permit Application (CUP Application) and an Application for a Permit to Conduct a Designated Activity of State Interest or to Engage in Development in a Designated Area of State Interest (1041 Application) to Cheyenne County for Colorado’s Power Pathway (Pathway). Cheyenne County is considering these applications for issuance of land use permits relating to the proposed use. The location and legal description of the properties that are the subject of the applications is as follows:  \nThe Goose Creek Substation will be located in:   \n\nNW/4 Section 19\, Township 12 South\, Range 45 West. \n\nThe Pathway transmission line will cross portions of:  \n\nSections 1\, Township 12 South\, Range 47 West \nSections 1-6\, 12\, 13\, 24\, Township 12 South\, Range 46 West \nSections 19\, 30-32\, Township 12 South\, Range 45 West \nSections 5\, 8\, 17\, 20\, 29\, 32\, 33\, Township 13 South\, Range 45 West \nSections 4\, 9\, 15\, 16\, 22\, 23\, 26\, 35\, Township 14 South\, Range 45 West \nSections 2\, 11\, 13\, 14 Township 15 South\, Range 45 West \nSections 16-18\, 21\, 28\, 33\, Township 15 South\, Range 44 West \nSections 3\, 10\, 15\, 22\, 27\, 34\, Township 16 South\, Range 44 West \n\nXcel Energy proposes to construct\, maintain\, and operate Pathway in eastern Colorado. Pathway includes installation of approximately 560 to 650 miles of new 345-kilovolt (kV) double-circuit electric transmission line to improve the state’s electric grid and enable future renewable energy development around the state. The proposed facilities in Cheyenne County associated with Pathway include 45 miles of new 345-kV double-circuit electric transmission line and a new electric substation (Goose Creek Substation). The proposed transmission line enters Cheyenne County from the north\, continuing along County Road 36 before reaching the Goose Creek Substation at County Road DD. The line then stairsteps to the south and east as follows: south along County Road 36\, east along County Road BB\, south along County Road 38\, east along County Road U\, south along County Road 39\, east along County Road R\, south along County Road 41\, east along County Road K\, and south along U.S. Highway 385 to the County Line. The Townships\, Ranges\, and Sections upon which development is proposed to occur are provided on the enclosed map. The substation is a component of the Pathway transmission line under this permit application and will be located and constructed in Cheyenne County adjacent to the transmission route in T12S/R45W/S19.  \nXcel Energy is requesting approval from the Cheyenne County Planning and Zoning Board and the Board of County Commissioners to develop Pathway as a Conditional Use within the Agricultural District pursuant to the 2022 Cheyenne County Comprehensive Planning and Zoning Ordinance. In addition\, Xcel Energy is also requesting approval of a 1041 Application pursuant to the Cheyenne County Regulations for Areas and Activities of State Interest adopted June 28\, 2019 (§1041 Regulations).   \nThe Public Hearing in front of the Planning and Zoning Board regarding both applications will take place at 1:30 pm on September 29th\, at the Cheyenne County Fairground Community Building\, 425 South 7th Street West\, Cheyenne Wells\, CO 80810. If the Planning and Zoning Board recommends approval of the applications\, there will be a second Public Hearing in front of the Board of County Commissioners regarding both applications\, which is set to take place at 9:15 am on September 30th\, in the Commissioner’s Meeting Room located at the Cheyenne County Courthouse\, 51 South 1st\, Cheyenne Wells\, CO  80810.
