Public Service Company of Colorado, a Colorado corporation doing business as Xcel Energy (Xcel Energy), has submitted a Land Use Change Permit Application (application) to Kit Carson County. Per Section 3-101(L)(2) of the Kit Carson County Land Use Code, Xcel Energy is notifying you of its application and an upcoming public hearing because you are an owner on record of a property within a 500-foot radius of the project that is the subject of the application. Xcel Energy proposes to construct, maintain, and operate Colorado’s Power Pathway (Pathway) in eastern Colorado. Pathway includes installation of approximately 560 to 650 miles of new 345-kilovolt double-circuit electric transmission line to improve the state’s electric grid and enable future renewable energy development around the state. The proposed facilities in Kit Carson County associated with Pathway include 62 miles of transmission line and a repeater station. As illustrated on the enclosed map, the proposed transmission line enters Kit Carson County from the northwest, just east of County Road 4. The proposed transmission line continues southeast in a “stair step” pattern to just west of the intersection of County Road EE and County Road 17. The proposed transmission line then continues generally south across Interstate 70 to just south of County Road U, where it turns east to County Road 23 and travels generally south to County Road B. The proposed transmission line then turns and travels generally east along County Road B and the Kit Carson County/Cheyenne County line before turning south into Cheyenne County just east of County Road 35. The Townships, Ranges, and Sections upon which development is proposed to occur are provided on the enclosed map. The repeater station is an accessory use to the Pathway transmission line under this permit application and will be located and constructed in Kit Carson County adjacent to the transmission route in T6S/R50W/S22.
Xcel Energy is requesting approval from the Kit Carson County Planning Commission for a Land Use Change from Agricultural to Industrial (Transmission Lines). You have the right to file a written objection or appear at this hearing. This application is available for review at Kit Carson County Public Health and Environment at 252 S. 14th St., Burlington, CO 80807 prior to the hearing.
